From the perspective of ministries and commissions, the Ministry of Industry and Information Technology (MIIT) involved the most policies and reached 7 items (2 drafts for soliciting opinions). The Development and Reform Commission involved the issuance of 5 items, the Ministry of Science and Technology involved the issuance of 3 items, and the Ministry of Transport involved the issuance of 3 items (1 item of solicitation draft).
